A lawsuit filed against the Boy Scouts of America and its Inland Empire Council on Thursday, Dec. 19, alleges that decades of lax oversight over troop leaders created an atmosphere in which a Wildomar man could sexually abuse a teenage boy.
Charles Kip Yotter, 71, was arrested Sept. 16 on suspicion of oral copulation with a minor and other sex-related crimes, the Riverside County Sheriff’s Department said. Yotter posted bail the next day, and then on Sept. 30, deputies investigating a report of suicide found Yotter dead in his home.
